[Auth] Support OAuth Authentication via Future IDM (Keycloak)

FDA should support OAuth authentication using the upcoming IDM based on Keycloak.

This issue is currently being used as a placeholder/reminder.
Additional requirements, scope, and implementation details will be added once the new IDM project moves into implementation.

Authenticated and public datasets should be allowed
