webm videos issue

Steps to reproduce

When I upload webm video it's showing like video for me. But when I repost it to any user — they see it like .webm file (document). Also when I restart Telegram — I start seeing it like .webm file too. Even if I don't delete that .webm from my computer.

1. Upload webm video to your saved messages
2. It's showing like video
3. Repost it to any user
4. Users will see it like file
5. Restart Telegram
6. You too will see it like file

This is still a problem on 4.6.2, Linux, OSX and Android.

Windows 10, build 4.11.7. The same problem, at the same time the Android app sends normally. You have to manually convert to mp4 to be sent as a video.
