Can't edit video cover in private chats and groups #30120
Description
Steps to reproduce
- Drag and drop a video to send a new video message in a private chat or group
- Right click on the video
Expected behaviour
There should be the option "Edit Cover".
Actual behaviour
Only the option "Hide with Spoiler" is there.
