Video is sent as video even if user chooses to send it as document

Steps to reproduce

1. Roll over the clip button
2. Click on "Document"

4. select a video file
5. send it

Expected behaviour

The file should be sent as document

Actual behaviour

The video is sent as video.

NOTE: this does work with images. Just not with videos.

On mobile, you can send them as videos or as document and it's different. They are presented differently to the recipient and they show up differently in the Bot API.

This is a different feature which is tracked in #25953. This menu is suppoed to only change the file extension filter in the file dialog, there's no bug.

Even for images document/photo is decided by the "compress image" option, not this menu.
