Series format `Apply to` DropDownList doesn't persist value when changing series type

Description

When Chart Wizard first loads, the Format -> Series “Apply to” dropdown is set to “All series”. However, changing the series type doesn’t keep that setting. Kendo React or jQuery do persist that value.

Steps To Reproduce

1. Open the overview demo.
2. Open format and see the Series Apply to is set to All Series.
3. Go back to Chart tab and change the Chart type. Then go again to the Series tab to see that the dropdown doesn't persist the value.
