Bottom and right border cannot be applied to the last row/column

The bottom and right border cannot be applied to the last row/column.
The issue also affects the exported xlsx files, which do to display those borders either.

Reproduction of the problem

1. Load the dojo - https://dojo.telerik.com/eDoSiNaT

Current behavior

Styles for the bottom and right border are not displayed for the last row/column

Expected/desired behavior

All cells to have applied border.

Environment

• Kendo UI version: 2023.3.1010
• Browser: all
