Duplicate tools in the more tools menu and the toolbar

Reproduction of the problem

Use this demo - watch the attached video or follow these steps:

1. Set the width of the window to 1700px (It is reproducible with various resolutions, but for the sake of the example).
2. Zoom in until the table tools are hidden in the more tools menu.
3. Open more tools menu
4. Click inside the editor. (Notice how a few buttons were added to the toolbar.)

As you can see there are duplicated tools acros the toolbar and the more tools menu. Also, when zooming out back to 100% the more tools button stays visible.

Expected/desired behavior

In every given moment regardless of the zoom level a tool should be either in the tool bar or in the more tools menu. When zooming in and out the more tools visibility should be dynamic.
