Milliseconds is missing from ChartAxisLabelsDateFormats

The Milliseconds are missing from ChartAxisLabelsDateFormats and so there is no Milliseconds(string format) in ChartAxisLabelsDateFormatsBuilder.

This means that to configure it, we have to config it from client js on load.
