[Feature Request] update dev-server UI to support Message Type #268

Is your feature request related to a problem? Please describe.
In Temporal Cloud there's a new field that appears when you choose json/protobuf to specify the Message type. Please update dev-server UI to also include that field
Describe the solution you'd like
The docker image I pull for temporalio/admin-tools should contain the UI change so I can start workflows using protobuf.
