Make env config TLS disabled field optional (#1105)

* Update  config TLS field to be Optional

* Improve test coverage, more e2e tests

* Formatting & linting

* Add tri-state tests for  TLS

* Remove useless disable_file parameter for ClientConfig.load

* Update core submodule so that TLS object is not auto-created. Python SDK now sets TLS to True if api key provided with no TLS configuration (default TLS config)
