Support for Python 3.11, 3.12 3.13

As of today package supports Python 3.8 , 3.9 and 3.10.

There is multiple issues on Google TimesFM project showing:
google-research/timesfm#1
google-research/timesfm#19

What would be great is to add support for Python 3.11, 3.12 and 3.13 in both lingvo and praxis projects.

Python 3.8 is end of life support - it should potentially be dropped.
