v1.2 pre-release updates

There are two updates here:

1. Update dependency versions in setup.py
2. Add `source` to model_card_toolkit.utils.__init__.py
    * This is needed to display `model_card_toolkit.utils.source` objects in the [API docs](https://www.tensorflow.org/responsible_ai/model_card_toolkit/api_docs/python/model_card_toolkit).
