Remove support for legacy SCC + other updates

Description

• remove legacy SCC and add SCC WP (and dependant DA App Config)
• added support for other regions now that other services support more
• existing_resource_group_name -> resource_group (display name change only)
• en_email_list -> event_notifications_email_list (display name change only)
• existing_en_instance_crn -> existing_event_notifications_instance_crn (display name change only)
• sm_service_plan -> secrets_manager_service_plan (display name change only)
• removed default values from stack_definition.json since they are already in ibm_catalog.json
