Release notes content

The changes includes the following -

• The default_worker_pool_machine_type value now defaults to bx2.4x16
• The default_worker_pool_workers_per_zone now defaults to 1
• Updated the dependency descriptions
• Make COS a required dependency.

Note - As the default value of variable default_worker_pool_machine_type has changed , please set it back to bx2.8x32 to avoid any changes in the existing infrastructure.
