place the install_binaries script in the solutions/fully-configurable/scripts folder and in the root module reference it from the solutions folder.

Add support for installing required binaries that are not available in Waypoint environment.

This PR is to add support for installing required binaries(Jq) that are not available in Waypoint environment.
