Pull logs agent from new non-auth registry

The logs agent is now available in a public non authenticated container registry: icr.io/ibm-observe/logs-agent-helm

This module / DA should be updated to pull from new registry. Ensure to update usage documentation too

@ocofaigh I'm no helm expert, but it looks like the migration isn't fully complete, unless this is expected.

The new Helm chart is still pointing to the old authenticated registry paths (icr.io/ibm/observe/logs-router-agent and icr.io/ibm/observe/logs-router-agent-init).

We can download the new chart fine, but pod deployment will fail because it can't pull images from icr.io/ibm/observe/* without authentication. So still need to be authenticated, is this expected?

@jor2 Your mixing up helm chart and docker images here. The images are stored in a non authenticated ICR - they don't need any pull secret to be pulled and never have?
The action here is to:

1. Update the logs_agent_chart_location to default to "oci://icr.io/ibm-observe/logs-agent-helm"
2. Remove the registries sections from all examples, docs and DA
