fix: add depends_on for aix_init

If Load balancer fails, then server config is not executed yet.

However Aix_init doesn't depend on the module.standard to finish and rushes to export proxy , but then proxy server is not yet executed and whole deployment fails on first and second execution.
Would need 3 tries to finish.

Adding explicit depends on for aix_init and scc_wp module
