why this module does not create the app configuration service?

That would be great if this module could create the instance of App configuration service that is required to connect IBM Cloud Account for CSPM.

Why App Config module does not support eu-de region?

Error: Invalid value for variable
on observability-monitoring.tf line 139, in module "app_config":
  region            = var.region
var.region is "eu-de"
Value for region must be one of the following: us-east, us-south, eu-gb, au-syd

This was checked by the validation rule at .terraform/modules/app_config/variables.tf:15,3-13.
