Add support for creating SCC service credentials

Module should be updated to create SCC service credentials, and DA should be updated to create them too, but also to create them via secrets manager secret.
Approach should be consistent with our other DAs

@ocofaigh is there an example you'd like me to reference? Is this different than the service credentials created in the COS DA?

@kierramarie As SCC gets replaced by workload protection, I don't think we need to invest in time doing this - going to close this
