Description

Unblock renovate by serializing upgrade test. There appears to be a race condition between Complete and Upgrade tests which causes one or other to fail on each run.

Run the pipeline

If the CI pipeline doesn't run when you create the PR, the PR requires a user with GitHub collaborators access to run the pipeline.
