Incorrect region type

Allowing to select any dc location - including ones where sm is not available.

The code is currently using the catalog region dropdown picker ->

Chennai is the only region in that list that is not supported by Secrets Manager. Unfortunately to remove it, it would mean we would have to create and maintain our own custom dropdown. And in the past we have found it hard to maintain as services onboard to new regions. I'll bring this up with catalog team to see what our options are. For now, only option is a custom list
