[watsonx-self-managed-ocp] Add test coverage for docker image build and ICR publish

There is no test that covers the use case of building + publishing image to ICR. To do this, set cloud_pak_deployer_image to null. Suggest to deploy a private only cluster with no public gateway or outbound traffic enabled (secure by default) to enusre all works ok.
