Remove Registry Maintainer functions from public front-end view

User stories

As a public user of the GeoPrism Registry front-end, I would only like to see the functions that are available to me, such as the option to view version metadata, as well as view and export list/spatial data versions.

Problems this relates to

1. User experience
2. User permissions

Proposed solution

1. Remove Configuration and Update List Periods buttons, as these can only be used by the Registry Maintainer.
