[Enhancement]: Use forking-renovate for dependency upgrades

I would recommend using forking-renovate for dependency management.

I think the following features would be great for Testcontainers project:

• Dependency Dashboard. Here's a dashboard from Apache JMeter project: Dependency Dashboard apache/jmeter#5823 It allows to monitor the current state, and it enables developers to create the PRs for the dependencies they want trying immediately
• Throttling. Renovate does not create a lot of PRs at once. It waits for the previous PRs to be accepted

I don't understand the benefit of it. Currently, we have it automated and that way detect if new clients break with existing versions and container tag needs an update.

Most of the dependencies are client SDKs and helps to validate the compatibility against the service.
