[Enhancement]: Add support for a "stable" tag in LocalStackContainer

Proposal

• Add support for "stable" tag in LocalStackContainer. Right now this tag is not recognized and treated as "legacy" mode which is wrong.
• Use "stable" tag as default instead of the "latest" - while "latest" is usually quite usable, it's not a "stable" aka released version and might cause problems.

stable tag is similar to latest, which is not recommended by Testcontainers. This has been raised before, see #7821
