Improves developer experience when debugging wait failures.

  • Add a concise toString() to HostPortWaitStrategy that includes startupTimeout
  • Add a unit test verifying the string contains class name and timeout

This is a small, non-breaking improvement for clearer logs in failing startup scenarios.
