Create a trace matrix

The trace matrix is a document that captures the necessary requirements and maps those requirements backs to design inputs to make sure that the inputs are being met, and make sure that the intent of the design is being met as well. Also to make sure that we're not doing more than we have to, and also to make sure we're not dropping requirements along the way.

We have versions of this, but it hasn't been captured formally.

To complete this task we need the a complete breakdown of the user needs and other high level requirements.
