Remove `checkCodeComment`

'checkCodeComment' only works in JS because it depends on Babel.
However, the dependencies have become more complicated, so it seems like a feature that should be removed.

I think we should implement a comment extraction logic that is language independent and start over.
It's a feature that is not used at the moment, so I think it's better to delete it once.
