FEATURE REQUEST: Draupnir Protections Whitelist

We've had an issue in the Fedora Matrix server where, we have a room that is bridged with the OFTC IRC server where some users get disconnected alot, triggering the MembershipChangeProtection on them. It's not necessarily the users' fault though (Well, maybe it is, if they have an unstable connection).

What would be nice though is to implement a way to "whitelist" a single or set of MXIDs from triggering a protection. Something like,

!draupnir protections whitelist MembershipChangeProtection !FSgGxMzAbAhdeUpOQs@matrix.org @oftc*:matrix.org

Where

!draupnir protections whitelist < Protection Name > <Matrix Room MXID (Could simply be * for all)> <User MXid (Can be wildcarded)>

Nice idea, I'd vote for allowlist or exclude though.

Yeah, I think filter or exclude are better verbs for this.
