Powered users may also equivocate it's not a unique problem to room owners and they may also be able to isolate servers into silos in much the same way as room owners. I mean we probably do need to actually document the scenarios in which this happens. Because we need to be able to determine how they can be resolved via power level (ie with eventual consistency) while not allowing people in the hierarchy to also equivocate in their attempts at resolution. Such an equivocation would lead to the scenario of room owner equivocation resolvation, ie without eventual consistency.
