DevTools opened via browser menu is not detected or blocked

When opening devtools using browser UI (Chrome menu → More tools → Developer tools), the devtools are neither blocked nor detected by disable-devtool. The detection and blocking works for keyboard shortcuts (F12, Ctrl+Shift+I), but not for opening via the browser menu. This also means no warning or page action occurs, and the DevTools console remains accessible.

• Tested on Brave browser
• DevTools docked and undocked mode both tested
• No detection in JS (console is accessible, isDevToolOpened reports false)

Toggling "Deactivate breakpoints" from "Sources" tab in devtools also disables all debugger statements or any breakpoints. This bypasses any detection or reaction by the tool, even though devtools is open.
