Summary
An admin should be able to interact with Chat bot even if they are an inactive user
Basic example
Given a user (like myself) who is an admin. I should be able to interact with chatbot without having to signup for the service.
Motivation
The purpose of this would be to prevent an admin user from having to sign up for the chat bot before entering any commands like "bot users" or "bot stats"
