Support Xdebug on 8.1 now that 3.1 is released

Expected Behavior

Xdebug is available in 8.1 images

Current Behavior

Xdebug is not available in 8.1 images

Possible Solution

Install Xdebug >= 3.1 https://xdebug.org/download

Hello @mistraloz , thanks for taking care of it.

I've just tried docker run --rm -ti -e PHP_EXTENSION_XDEBUG=1 thecodingmachine/php:8.1-v4-cli php -i | grep xdebug but I don't see any output.

Is there something I'm missing ?
