We should incorporate WHO Mortality database into EGH

Basic Workflow

data is available as zip file on this site:
https://www.who.int/data/data-collection-tools/who-mortality-database
the periodicity I believe can be monthly, but they publish on the page the date of the last update, so we can check that before updating.
