ci(workflows): fix GitHub Actions workflow directory path
Renamed workflow directory from `.github/workflow/` to `.github/workflows/` to match the correct GitHub Actions directory naming convention. The previous path prevented the chart-release workflow from being recognized and executed by GitHub Actions.
