Add "tags" to responses #277
Description
In PlanX, individual questions can be "tagged" to indicate if, for example, they collect personal info and should therefore be redacted from documents posted to public registers.
We do not currently send "Tags" as part of the "metadata" attached to each entry in responses, but we should/could !
