Merge branch 'MotionAmendments-May2022'
This is a manual re-land of #300, which was a squash commit. The squash commit was reverted in 818b393 so that this merge could preserve the history from the PR. Co-authored-by: c-goodyear <45567122+c-goodyear@users.noreply.github.com>
