Add option to use a image sm-plugin #112
Description
Add an container-image sm-plugin type which can be used to install/remove container images.
The container-image could be an optional sm-plugin, but it would be useful if user's want to decouple the starting of containers and the deployment of the images (when using images downloaded from the Cloud, e.g. not a container registry).
