Reserved VCL NAL unit error when decoding bitstreams from VTM-7.0_Data encoder

When decoding bistreams generated by the modified 'VTM_7.0_Data' encoder, the standard VTM 7.0 decoder reports:

Note: found reserved VCL NAL unit.

Sequences of commands:

1. EncoderApp.exe -c encoder_intra_vtm.cfg -i RAISE_Train_2880x1920.yuv -f 1 -q 32 -wdt 2880 -hgt 1920 -fr 25 -b str.bin
2. .\DecoderApp.exe -b str.bin -o output.yuv
