Add a `takeout docs` command

The idea is that each service can add their own inline docs and we can use like:

takeout docs mysql # dumps configs
takeout docs buggregator # dumps where the UI can be accessed, how to configure its many services, how to use with Sail...

Basically, baked-in docs.
