[Feature] Tooltip - Show resource status

Currently (as of v0.0.4) the tooltip looks like the one shown below: (clicking it opens a link to http://localhost:10350/)

It would be good if the tooltip could also show the status of resources as it does in the web UI's title shown below:

From the above example, it would be good if the VS Code tooltip for Tilt could show the text:

This allows me to stay in the flow of editing files until resources are in a healthy state as I can easily see the status summary without having to keep checking the Tilt web UI or the Tilt console output
