How to create a PrimitiveDateTime type from an i64 of milliseconds since Epoch?

I'm working on kafkesc/konsumer_offsets#2 and I got kinda surprised that time doesn't seem to have a way to create a PrimitiveDateTime (i.e. a Date+Time without timezone) from an amount of milliseconds since epoch.

Am I missing something obvious here?

That's the key. Without a timezone does not mean UTC, which is what the Unix timestamp represents. You need to use OffsetDateTime for this reason.

It's a complicated subject to say the least. I do intend on adding support for a UtcDateTime or similar in the future, which would give you the best of both worlds. The underlying mechanism already exists internally.
