LIC: Update the license we bundle the colorbrewer colormap data with

Per http://www.personal.psu.edu/cab38/ColorBrewer/ColorBrewer_updates.html the
colormaps are now licensed under Apache V2.0.  This update has been made due to
a possible incompatibility between Apache v1.1 and the GPL.

This change is consistent with the license in the colorbrewer (webapp)
repository
