Project template for new projects and readme

I created https://github.com/clach04/tinted-theming-project-template any use?

I used it to update the readme in https://github.com/tinted-theming/base16-scintillua

It has some consistency with https://github.com/tinted-theming/home/

Yeah I think it's a nice initiative and useful thing to have! You can transfer it to tinted-theming if you want to.
