Remove dependency on tiqi-zedboard

I would like to make ICON usable without tiqi-zedboard. For now, #65 makes it possible to start ICON but you still cannot execute experiments.

We would need the hardware_controller to call a module that generates the fake measurement data and would return that when run gets called without tiqi-zedboard being available.
