Include link of locations list in the documentation

It took me a long time to find out the valid formatting for choosing a non-default location for the budgeting options. I eventually found this list: http://www.webpagetest.org/getLocations.php?f=xml

I think it would be useful to link to this list from the documentation, so that others can save some time.
