Investigate flashing head lights at specific fuel levels

Currently, cars will start flashing their head lights when running out of fuel. This is usually too late.
The CU may send "flashing" commands at specified/configurable fuel levels, as an additional warning. AFAICR, Bruce implemented something like this latety.
Needs more investigation regarding feasability, side effects, etc.
