Consider Replace Chef-Solo with Chef-Zero (local mode), or add Chef-Zero support for Machine Configuration

Starting from chef 11, Opscode provide a way to use chef-zero as a mean for configuration. By doing so, the development can be more streamline into regular chef development. By do so, the chef-solo-search library can be removed as Chef-Zero support regular search. At the same token, one can also upload cookbooks to chef-zero mange node from remote.
