Define Liaison role and add documentation to governance repo

Create a formal Liaison role to support Working Groups and improve coordination across the community.

Draft and publish a Liaison role document in the governance repository (responsibilities, expectations, selection/onboarding, term length if applicable). This document should be reviewed and approved by the Steering Committee.
