API key or user permissioned for all projects

Hello,
I was wondering if there was an ideal way to provide an API key/Personal access token that could be used across all projects, so that a new user / api key would not need to be setup every time a new project was created.

I think ideally it would be created in a similar manner to a project API key but be applicable to all projects
edit: but the use case here is that I'm organizing many repositories into many projects, and creating credentials in CI/CD for every project's API key seems cumbersome.

I understand, the question is why not to use the personal access token.

Ah okay, the desire to not use a personal access token is so that we don't need a dedicated "service account" and so that we can have fine grained permissions for a token that applies to all projects.
Currently, if we want to set permissions across all projects using a personal access token then we have to either manually set them for the "service account" for every project or set permissions for all members to the values we need for the service account.
